Lanelet2 Map Projector

In the last Maps working group meeting we discussed the value of having a generic projector available for lanelet2.

I have put up an initial PR on the Lanelet2 repo showing the source code of that projector. There is still some work to do regarding how the maintainers want the Proj dependency to be handled and I need to port my unit tests, but hopefully that will be resolved before too long. Since this PR is intended to support Autoware feel free to take a look and let me know if the parameters for the projector meet our needs.
