Preparing for Noetic Sync 2025-05-15

Hello Noetic maintainers!

This is the freeze for the second to last sync.

The freeze for the last sync begins immediately after this sync. If you want to put new features or packages into ROS Noetic, you must bloom-release them before this sync completes.

Starting now, I will be holding new Noetic ros/rosdistro release PRs with a plan to sync ROS Noetic packages to the main apt repo on 2025-05-15. Please comment here if there are any issues I should know about before performing the sync.

There are currently 70 packages waiting to sync and 0 regressions.

I thought the last sync will only be for bugfixes and not new features…

I’m intending to merge PRs briefly at the end of this sync on Thursday, and then immediately begin the last freeze. During the freeze only releases fixing regressions will be merged.
