Preparing for Rolling sync 2022-05-26

Now that the Humble release has cleared the launchpad we’re well overdue for our next Rolling sync.

There is one current regression on the status pages but several others have accumulated in recent syncs and I’m going to try and ping maintainers for regressed packages which haven’t had recent activity.

We will start holding release PRs after 2022-05-24T07:00:00Z and sync on 2022-05-26T07:00:00Z unless there are major blockers.

I’ve merged this tvm_vendor release in the hope that it will get that package building. tvm_vendor: 0.8.1-1 in 'rolling/distribution.yaml' [bloom] by wep21 · Pull Request #33361 · ros/rosdistro · GitHub and knowing that since it isn’t building currently it can’t make things any worse.
