Preparing for Melodic Sync 2018-08-20

Melodic Maintainers,
Currently Melodic has no regressions and 132 packages ready to sync. I plan to hold new releases for Melodic starting today, August 17, with a sync on Monday, August 20. Please reply here if there are any outstanding issues we should know about before performing the sync.

Also note that Ubuntu Artful is now EOL (https://wiki.ubuntu.com/Releases), so this will be the last sync that we do for Artful packages.
