Plans for ROS 2 Documentation, particularly API docs?

The README is incomplete and in some cases simply wrong. I started to see if I could fix it yesterday, and I think it would be better if I did it at this point. That does not really need to wait for further landings.

I did get a little stuck on the install problem, which I mentioned in my previous reply. Do you know what the current recommendation is for pip install in ros generally? This issue is the disabling of user installs in python in Ubuntu noble, see for example @tfoote’s https://github.com/ros-infrastructure/rosdoc2/pull/96 as some of the issues.

I assume the recommendation is use a venv?
