Preparing for Kinetic Sync 2020-07-05

We’re in good shape for another Kinetic sync with 39 packages ready to sync and no regressions. The rebuild is in process for 3 recently released packages.

As such I plan to hold new Kinetic releases for testing before the until 2020-07-08T00:00:00Z

If there’s anything that needs my attention before then please reply here.

I’d still really appreciate a ros_comm release.
