Preparing for Rolling Sync 2025-03-14

Hello everyone,

There are several new packages and updates ready to be released for ROS 2 Rolling Ridley! :rolling:

There is currently 1 and 55+ packages to release :tada:
More importantly there are over 200 arm64 packages to be synced.

We will hold rosdistro PRs for the sync starting today and will aim to do the sync by 2025-03-15T06:59:00Z.

I’ll make an announcement here once the sync is completed and we can resume merging into rosdistro.

This sync might be a rocky time to sync as I just merged all the pending rolling PRs as a precursor to lifting the global ROS 2 release hold from the build farm migration.
