For some reason, the bug fixed C3 was accepted in kinetic , but then cherry-picked/merged into lunar manually, that is, into a future release.

I don’t see this often tbh. It seems a bit forced.

MoveIt is one example of the sort of setup I’ve seen more: PRs target the newest supported ROS release and then when it makes sense, those fixes get backported.
