ROS 2 Build Farm Temporarily Down -- (WAS) binaries link issue

It appears that the link to get binaries is not working.

The root disk on the ROS 2 build farm ran out of space this morning due to a couple of new jobs that were added.

It took a couple of hours to bring the buildfarm back on-line and fix the issue. Everything should be running now.

Sorry for the inconvience.

In the future you can track these issues using this repo.
