Proposal: Rust Working Group for ROS

TL;DR: Help empower everyone to build reliable and efficient ROS software with Rust! Summary We’ve had several discussions come up in the past revolving around Rust support for ROS, and so, to help address those, I propose we setup a Rust Working Group to focus on these issues and try to resolve them by getting more people involved in the development, documentation and maintenance of the Rust client library and to improve the general user experience for working with ROS in Rust.
