Carry multiple robots in the lift (#448)

This is not supported at the moment. My own experience with having mobile robots interact with lifts would suggest that having multiple robots share lifts would be an R&D topic, so I don’t anticipate supporting that in Open-RMF until someone can provide research results on how to do that effectively and in a generalized way.
