Preparing for Foxy sync and patch release 2020-07-10

We’re planning for a Foxy sync and patch release this Friday. There are about 40 packages ready to sync.

If you find a regression when testing, please report it upstream and leave a comment here so we can track it leading up to the sync.

Starting Wednesday (2020-07-08) we’ll hold all rosdistro PRs unless they fix reported regressions. On Friday (2020-07-10), we’ll announce the release.

I’m hoping to get another Nav2 release before the freeze, one of the packages had a dependency missing that needs to be resolved and re-released for the rest of it to succeed.
