Preparing for Noetic Sync 2022-11-30

Hello Noetic maintainers!

Starting now, I will be holding new Noetic ros/rosdistro release PRs with a plan to sync ROS Noetic packages to the main apt repo on 2022-11-30. Please comment here if there are any issues I should know about before performing the sync.

There are currently 116 packages waiting to sync and 0 regressions.

cras_ros_utils: 2.0.10-2 in 'noetic/distribution.yaml' [bloom] by peci1 · Pull Request #35418 · ros/rosdistro · GitHub has been submitted 3 days ago and not yet merged (for no objective reason). Could it be possible to sneak in?

It’s probably a victim of last week’s holiday in the US.

I merged it since the sync window just started, and I see the only released package that depends on it is a package you also maintain.

Going forward I’ll only be merging rosdistro PRs that fix regressions.
