Preparing for Noetic Sync 2024-10-31

Hello Noetic maintainers!

Starting now, I will be holding new Noetic ros/rosdistro release PRs with a plan to sync ROS Noetic packages to the main apt repo on 2024-10-31. Please comment here if there are any issues I should know about before performing the sync.

There are currently 51 packages waiting to sync and 0 regressions.

Just curious, last sync hold was announced very recently and this is the 3rd announcement in October 2024. Is there a reason for this boost for Noetic?

Nothing special. I try to do ROS Noetic syncs every two weeks, but I delay them if there are any regressions. No regressions have delayed the last three syncs :tada:

I didn’t realize 3 syncs could fit in a month. The first sync freeze this month was Tuesday October 1, and the third sync is scheduled for Thursday the 31st.

The sync is out :tada: . Now is a great time to make releases for the next sync :jack_o_lantern: :black_cat: :candy: :lollipop: :ghost:

@sloretz After the previous release with large ros_comm update, it seems things did not break. Would you please consider making a release of nodelet_core to get PR#120 with possible huge CPU savings in some simulation scenarios?
