Preparing for Noetic Sync 2024-12-05

Hello Noetic maintainers!

Starting now, I will be holding new Noetic ros/rosdistro release PRs with a plan to sync ROS Noetic packages to the main apt repo on 2024-12-05. Please comment here if there are any issues I should know about before performing the sync.

There are currently 48 packages waiting to sync and 0 regressions.

One thing to specifically test in this release are nodelets. With Do not subscribe /clock from `nodelet load` by peci1 · Pull Request #120 · ros/nodelet_core · GitHub there is a potential for noticeable performance gain in case you’re using Gazebo and lots of nodelets. So if you have any such scenarios, please, let us know.
