Geographic-msgs porting to ROS2

It looks like the package has been ported already and the code is available on the ros2 branch of the upstream repository, there is a follow-up PR at https://github.com/ros-geographic-info/geographic_info/pull/23 that is pending review and merge.

If you get a chance to confirm that that PR works for you it would be great. Otherwise I think this package can be considered ported.
