Introducing new ROS2 middleware layer

Even it’s still in a pre-release version we are happy to announce a new, fully open source ROS2 middleware layer rmw_ecal based on Continentals publish / subscribe framework eCAL. It runs stable on Windows and Linux OS and should perform very well because it’s using eCAL’s shared memory ipc implementation.

We would be happy if anyone could do some review or testing so that we get feedback from experienced ROS2 developers. Foxy support is planned with the next (none pre-) release 0.5.

Finally - if their is a community interest - it would be great to get some guidance how to become an official ROS package.
