Patch release and new packages for ROS 2 Crystal 2019-08-21

This Crystal patch release includes a fix for the updated OpenSplice version we deployed for the previous Dashing patch release as well as a fix for a memory leak in rcl which rode in on its coattails. In addition to the patch release there is one new package from the community: webots_ros2.
