Preparing for Foxy sync and patch release 2021-04-16

We’re planning for a Foxy sync for Friday. There are currently 130 packages ready to sync and one regression.

If you find a regression when testing, please report it upstream and leave a comment here so we can track it leading up to the sync.

Starting Thursday (2021-04-15) we’ll hold all rosdistro PRs for Foxy unless they fix reported regressions. On Friday (2021-04-16), we’ll announce the release.

@esteve osqp_vendor has regressed. Ticketed here.

Hi Jacob! Would it be possible to include ROS mimick_vendor 0.2.6.
This package is still on version 0.2.3 from December.
