I am not able to access to https://answers.ros.org/, I am getting this error

Is there a time frame for bringing it back up?

I am experiencing the same.

It’s now back up. Looks like run-of-the-mill downtime, or perhaps some behind-the-scenes update.

In the future please check status.ros.org and if there’s something not flagged there please open an issue on GitHub - osrf/infrastructure: Repository for tracking issues across Open Robotics infrastructure</titl instead of posting here.
