New packages for ROS 2 Rolling Ridley 2022-01-28

This is the last sync of ROS 2 Rolling Ridley that will target Ubuntu 20.04 (Focal Fossa).

Next week we will use the rosdistro migration tools to re-bloom the entire distribution for Ubuntu 22.04 (Jammy Jellyfish) and once Rolling has been stabilized we’ll do the first sync to main on Ubuntu Jammy which will be announced here.

@nuclearsandwich Thank you for doing the release, could you please create a tag in GitHub - ros/rosdistro: This repo maintains a lists of repositories for each ROS distribution for this rolling release? we use it to invalidate some caches in CI otherwise some of the jobs may fail due to linking issues

That custom GitHub action is rather snazzy, I’ll have to remember it. Nav2 currently derives it’s cache key from a lockfile checksum that includes the Debian package versions for each installed dependency.

It’s more platform specific, but a little less conservative than busting the cache for each rolling sync.
