Openni2_launch porting to ROS2

Thanks for offering. Let us continue discussion in ros-drivers/openni2_camera#90 to keep discourse less noisy from very specific subjects like this.

It would seem Persistent Systems was, well, less than persistent in porting this (sorry, couldn’t help myself with that one).

I’ve got a mostly working port of openni2_camera, it is still a bit hacky, but details are posted in the ticket on GitHub: https://github.com/ros-drivers/openni2_camera/issues/90
