Preparing for Noetic sync 2020-09-18

Hello Noetic maintainers!

Starting now, I will be holding new Noetic ros/rosdistro release PRs with a plan to sync ROS Noetic packages to the main apt repo on 2020/09/18. Please comment here if there are any issues I should know about before performing the sync.

There are currently no regressions and 172 packages waiting to sync.

Now is a great time to make new releases for the next sync

The MoveIt release has several open issues:

• It’s not compiling on Buster yet: https://github.com/ros/rosdistro/issues/26526.
  A fix to orocos_kdl is accepted and should get synced on the 26th.
• There is a linker conflict regarding liboctomap being linked twice as version 1.8 and 1.9
  https://github.com/ros/rosdistro/issues/26527. There wasn’t a solution proposed yet.
