Preparing for Noetic Sync 2023-09-14 (actual 2023-09-15)

Hello Noetic maintainers!

Starting now, I will be holding new Noetic ros/rosdistro release PRs with a plan to sync ROS Noetic packages to the main apt repo on 2023-09-14. Please comment here if there are any issues I should know about before performing the sync.

There are currently 59 packages waiting to sync and 4 regressions.

After a pretty long time, rosdoc_lite will see a new release. Iā€™d like to point out the few new doxygen options documented on the wiki. And all builders got the option required which will make the doc job on buildfarm fail if the builder fails (the default behavior is still silently ignoring failures).

All maintainers who are interested in having quality docs are welcome to review their rosdoc.yaml configs :slight_smile:
