Ros India user group creation

@tfoote as you suggested regarding the creation of the local user group for India.

  • The name of the local user group should be : ROS India user group

  • The language of preference would be English

  • As seeing the growing community of ROS developer in India .We think their is a need of local community that can be nourished and have their on little platform of Robotics enthusiast that can share their local meetup ,extra experiences in here with all the community member .And help in making this user group more fruitful.

As for now we are not having a common platform for all the user .So, we think that this can solve this problem.
