As is described in the Galactic Geochelone Release Timeline, we’re wrapping up the development period and entering the stabilization phase of the release. This means that ros_core packages are now feature and API frozen in Rolling Ridley until we branch Galactic from Rolling on 2021-04-19. At that time, feature and API changes can be merged into the Rolling branches once again.

We’ve completed the branching process to diverge Galactic Geochelone from Rolling Ridley. This means that the API and feature freeze in Rolling has ended, and changes bound for ROS 2 H-turtle can now be merged into the Rolling branches.
Thanks for your patience during the freeze period.
This also means that package maintainers of Rolling packages should consider performing Galactic generation in Bloom when they release their package.
