New packages for ROS 2 Rolling Ridley 2024-04-30

Hello all, this sync is the first since the release of Ubuntu Noble (congrats to our friends at Canonical!) and addresses several package configuration issues that arose during the final changes before release.

With this sync Rolling should now be installable again.

Well, it’s not β€œremoved” because it has never built with Rolling on Ubuntu 24.04.

Correct. In general, if it is not available that’s probably because it isn’t building.
