Preparing for Galactic sync 2022-02-09

There have been many new and updated packages in Galactic since the last sync, and it’s time to sync those new features and fixes to the main apt and dnf repositories.

There are currently some regressions with known fixes, and 182 packages to release.

We will start holding rosdistro PRs for the sync on Monday, February 07, with a plan to do the sync on Wednesday, February 09.

The ros_ign_bridge regression has been resolved, and the only remaining regression is a new package blocking the moveit family from building, tracked here: https://github.com/ros-planning/moveit2/issues/1066
