Preparing for Galactic sync 2022-05-06

There have been several new and updated packages in Galactic since the last sync, and it’s time to sync those new features and fixes to the main apt and dnf repositories.

There is currently one regressions and 206 packages to release.

Maintainers of the regressed packages have until the sync date to release fixes for their packages.

We will start holding rosdistro PRs for the sync on Wednesday, May 04, with a plan to do the sync on Friday, May 06.

@cottsay Can you make a sync freeze exception for create3_sim: 1.0.2-1 in 'galactic/distribution.yaml' [bloom] by alsora · Pull Request #33075 · ros/rosdistro · GitHub? This update fixes an issue that is causing the turtlebot4_simulator build to fail.

The create3_sim repository is new in this sync, so there’s no way to regress other packages. Because of that, I think we can make an exception this time.
