Preparing for Humble sync 2022-09-09

There have been several new and updated packages in Humble since its release a couple weeks ago and it’s time to sync those new features and fixes to the main apt and dnf repositories.

There are currently no regressions and 105 packages to release.

We will start holding rosdistro PRs for the sync today (2022-09-06T07:00:00Z) and will plan to do the sync on Wednesday, 2022-09-09T07:00:00Z.

There is currently a critical bug in rcl (that causes crashes during endurance tests rclcpp::exceptions::RCLError / rcl_wait() failed: error not set · Issue #1977 · ros2/rclcpp · GitHub) that has just been fixed by a PR in Humble: fixed rcl_wait return error when timer cancelled (backport #1003) by mergify[bot] · Pull Request #1006 · ros2/rcl · GitHub
Can we make sure that it is included in the next sync ?
