Please let me know if this is the wrong place to ask this, but would updates to rclcpp and rclpy (e.g. bug fixes merged into the galactic branches of those repos) get applied in a sync like this? Or is there some other interval at which changes to those core packages get rolled out?

Updates to rclcpp and rclpy are part of these syncs just like any other package. If there are changes sitting in the galactic branches of those repositories that you’d like to see, please consider opening a ticket on the repo requesting that the maintainers publish a new release on that branch.
