Preparing for Noetic Sync 2020-12-14

Hello Noetic maintainers!

Starting now, I will be holding new Noetic ros/rosdistro release PRs with a plan to sync ROS Noetic packages to the main apt repo on 2020/12/14. Please comment here if there are any issues I should know about before performing the sync.

There is one known regression that this sync will fix: a costmap issue with move_base_flex

There are currently no regressions and 138 packages waiting to sync.

any chance we can get https://github.com/ros/rosdistro/pull/27682 merged/included in this sync?
itā€™d be the last repository to complete the care-o-bot repo series for noeticā€¦

Would very much appreciate the same consideration for https://github.com/ros/rosdistro/pull/27751 (image_pipeline). I was unaware but an update to Python3 caused a breakage in camera_calibration so that functionality doesnā€™t currently work in Noetic.

Given that many packages likely depends on image_pipeline, I think it makes sense to make sure it gets plenty soak time in the testing repo in case thereā€™s an issue with the release or with the packages built.

Iā€™ll move forward with the sync without merging image_pipeline's release.
