novatel_span_driver appears to have fallen out of favor in the community in favor of
novatel_gps_driver which is currently maintained by Southwest Research Institute (https://discourse.ros.org/c/drivers). Development of their driver is more active, it has more features, is more stable, and is easier to change/maintain. What is the feeling among the group about dropping support for the
novatel_span_driver and suggesting to SwRI that we move the repo under the
ros-drivers group while keeping them as a maintainer?
